Most places pay 100% but some brand new complexes will pay between 125-150%, especially if you can convince a tenant to sign a longer lease term (14-18 months long).

In that time the water heater (brand new and installed 2022) built up soot on the ignition area, at one point the tenant repaired themselves and it worked but went out again.
