I considered ordering the lender's inspection/appraisal, but this wasn't an option because the water and electricity are currently turned off, and HUD won't turn them back on until I have submitted earnest money of $2,000.

If you don't have it you can call your insurance company and ask them to email you the declarations pageRecent Mortgage Statement:2 Different Utility Bills: Gas, Electric, Cell Phone Bill, Cable, Garbage, any two utility bills.Copy of Mortgage Note all pages: Was included in your closing documents when you purchased the home.

Well, it was not, the unit is VERY old, the coil is leaking (directly into the electric furnace, but that's another story, it too is about 30 years old).

And fined retroactivally.Additionally, if a tenant has an accident (slips/ falls/etc), or something goes hugely wrong with the dwelling (fire/electrical/etc), your insurance WILL NOT COVER the claim.

Also utilities and sitework should be less as you do not need to bring in two electrical services, water services and run two sewer services and connection fees.
