You will not be able to shut an individual tenant off if they do not pay, you would need to make sure your lease is iron clad on how you handle non-payment of water.

Well, at first the fire department showed up a block away from the house because in my panic after I accidentally cut a gas line with a hacksaw and couldn't shut off the gas meter I gave the dispatcher the wrong home address and had to run down the street on foot frantically yelling "your at the wrong house!"

Another view is since water and sewer service fees can be liened by the the authority or municipality for non-payment and the property potentially condemned if the service shut off, I pay those and calculate it into my leases.

Like many others have stated, I wonder what happens when things turn down heavily, but I also think it might be the main place people who would be good bets but get shut down by banks when they hit lockdown go to get funding, so it could be fine.
