I would like to legalize it and was wondering if anyone would be able to give me a rough estimate of the cost to convert the property to a 3 family.It does not have a sprinkler system. 

The 'shovel-ready' value add will be a compelling feature but could cost a lot.

It has been shown to drive the cost of renting up for new tenants. 

They suggested while the property is vacant it is easier to repair, which costs 10-15k. 

I'm guessing if Buildium and Appfolio are like every other cloud service out there the issue isn't so much the cost (some can be passed through to the owners) but the training cycle on it. 

Understand the fees involved and calculate the total cost for an entire year of management so you can compare the different managers.

Not aware of how construction cost are looking in Milwaukee, but I'd talk to a couple of contractors/developers in the area.

Pay cash for the property and the rehab, then do cash out refi.
