Im a new investor and I've been running some calculations with the BP calculator and I think I have found some good deals but I do not have the best credit right now (middle 600s) and I do not have the proper funds id be comfortable with, with buying a investment property to try and BRRRR or just upgrade a few items.

In the grand scheme of things, yes, you should eventually replace the windows so 1) They operate properly. 2) It doesn't turn away potential tenants or cause maintenance hassles when a new one moves in.3) Tenants have proper egress in case of an emergency (like fire).Now, windows are expensive, so you'll have to decide how much you're willing to spend, based on how much income the property is bringing in.

@David NinoThe most important thing it to confirm that the tax return is correct and properly filed with you taking advantage of deductions/credits available to real estate investors.I don't have information on how many state tax returns you are filing and how many properties hold those 23 doors(1 apartment complex vs 23 sfh's), I would have to say that is one really competitive price.
