Even if its on the blacklist make sure you give other reasons too because the tenant will just bring home another dog..cover all bases.Also, Write down all of the ways this animal can "alter the nature of the housing provider's services"..Its student housing so the list can be a mile long...Fear, allergies, nuisance, etc...Good Luck!!
