@Susan O. do you mean that if Prop 10 passes, and a city passed their new regulations, we would have time to plan, before the individual cities enact their policies?

It is two blocks from my daughters college and I will be converting to furnished student housing and more than tripling the cash flow in early 2020.

That being said, not all blocks in a neighborhood are bad. 

I say this because in that particular town, there are rehabs on nearly every block which tells me this market is very competitive at the moment. 

I lived in Los Angeles for the last 30+ years and I know which "blocks" have problems so I avoid them (Watts for example).

In my opinion, the deals are found in the gray areas of the block I just mentioned above.

For example in my case I am targeting individual names as opposed to companies. 

I would like to connect with more like minded individuals who are willing to build great relationships and net worth.

I do not know the area at all, but just by Zillow and changing the criteria to show sold properties in the last 12 months, it looks like houses in the surrounding blocks are mostly $130-150k ready to go (not fully rehabbed to be top notch).
