If somehow something was designed with a pump, well, the pump presumably provides pressure to force something UP, but it will not operate all the time, so the delay in the flushing mechanism which is essentially just opening the flap/valve in the toilet, and then not having that pump going - will cause exactly what you're describing. 

I see your 100k being gone there just to get mechanicals & sheetrocked.
