There have been numerous leaks... hot water heater overflow valve not even connected to exit pipe, Air Conditioner overflow pan has leaked many times, washer/dryer has leaked numerous times, bathtub &/or toilet has obviously leaked in the past, looks like upstairs unit leaked into the bathroom ceiling, & something could have leaked from above & run down the wall the separates the bath & bedroom).

Open all windows, and get some fans, just get air from the outside moving in and then have fans on the other side of the unit blowing out.

(If you have central air then you need to do it in the summer too, but sometimes low income houses don't have central air.)Change out the toilets to flapper-less models so that you don't get issues with toilets running.
