Setup agreements to have dry cleaners come onsite daily (when more occupied but advertise now), possibly have a local catering business provide on demand made to pre-order lunches.  

No sanding  and no priming needed and the caulk dries fairly quickly ready for painting in less than 1/2 hour.

The mixed Use depending was it a dry cleaner as an example would trigger a need.  

Cheap way:  Silicone hole- let dry- then with a porcelain touch up kit, touch up the silicone area.
