With no money, getting started on your own is tough.

Madison can be a tough place to buy a rental property (if indeed this is located in Madison). 

If you don't have any it will be very tough.

Lots of people aim for a 10 cap on parks but personally I think that's tough to come by especially up here in our part of the world.

If the payment withheld was so much that they couldn't afford rent anymore (or it would be tough) then you run the risk of having them not be able to pay you.
