The second problem is that US Bank rep says they can't reduce the limit on my HELOC and i will have to go through a re-fi of the HELOC, is that true?

You can pay bills, save to re-invest, etc. 

This is a one-pager that has a few photos and descriptions of the property, for Craigslist, BP, local RE Club, Facebook marketing, once you have the property under contract.

You should have someone who knows the market analyze what you have, objectively (RE agents almost always want to sell, there's no commissions attached to advice), and go from there.

I'd grab a land use/RE attorney and have him draft a nice little letter for you.

I have 3 adjacent properties in the Los Angeles that are going to be in an Opportunity Zone.One thing I cant find is how to go about finding funding from Opportunity Funds if I want to re-develop the land.

I've recently combed through all the Zoning Board of Appeals documentation for the last couple of years (and I had done the same back in 2014) and in almost all cases the board denies requests to re-establish rights. 

My question is re: appliances.
