Pay up for the right kinds of permits, from which funds are allocated to improving roads, schools, homeless situation, etc. 

Do you have the reserves in case something goes wrong or you need inspection/permits or have to hire a contractor? 

I would also plan 10-15% contingency into your home reno as your likely to run into some issues depending on your experience with home renovations and permits. 

The problem is the contractor left the work halfway done and he did not pull any permits (siding to be exact).

You say you can't see inside of 4 plex, but you can check permits and the exterior.

That will involve getting a detail from an engineer, pulling a permit etc.
