Based on my research I personally think Juhl, Allure and One LV are the buildings that have potential, since their locations are a little easier to get in/out and their HOA fees include enough of things you would need to pay anyway no matter where you live (trash, water, landscaping/gardner, gas, sewer, gym, possibly cable and internet).

If they decide to find another place then that's cool also.I'm under contract on a 4-unit with mostly under market rents and the place needs a lot of work (the newest tenant pays a fair rent but the others are 20-30% under market after repairs have been made) and there's only one meter for water, gas and electric.

@Giani Brussich one aspect that may (literally) be a pipe dream...is the moratorium on new gas lines being installed by Con-Ed these days.
