We had a duplex that that had separate gas and electric meters but only a single water. 

Airflow was around $10k for everything, which included new electrical and gas lines, all the equipment, ducts, permits, etc.

Are the tenants going to pay for water, electric, gas, garbage, etc or is that part of the rent? 

Based on my research I personally think Juhl, Allure and One LV are the buildings that have potential, since their locations are a little easier to get in/out and their HOA fees include enough of things you would need to pay anyway no matter where you live (trash, water, landscaping/gardner, gas, sewer, gym, possibly cable and internet).  

If they decide to find another place then that's cool also.I'm under contract on a 4-unit with mostly under market rents and the place needs a lot of work (the newest tenant pays a fair rent but the others are 20-30% under market after repairs have been made) and there's only one meter for water, gas and electric. 

Pay him what is fair, and give him gas money or lunch money occasionally.

Where to begin with this one....Under contract on a property with a Section 8 tenant (schizophrenic) who has apparently had gas disconnected for 13 years, and water shut off for 3 years.

Make a separate video about every park, school, store, gas station, library, church, temple, even restaurant.

We only sub out, new garage door installs, and HVAC installs & repairs, electrician if we have to touch the box, and plumbers for gas line moves.

@Giani Brussich one aspect that may (literally) be a pipe dream...is the moratorium on new gas lines being installed by Con-Ed these days.
