A tenant who claims to be a member of one of the classes protected by Subsection 6(A)(9)(e) [8.22.360 A.9.e] must submit a statement, with supporting evidence, to the landlord.

I spent quite a lot of time researching Austin/Dallas markets, to get positive cash flow there with 2.5-3% property tax rates is nearly impossible unless you bought in early 2016 (look at homes sold data and its openly evident).

You'll likely need to leave some equity in this deal, unless your appraisal comes in higher than expected (and there's no evidence to suggest that). 

A legal action may occur months down the line requiring you to find evidence months in the past, etc. etc.

I have not heard any imperical evidence that higher rates result in lower home prices -- generally because home prices are a result of a combination of complex factors.
