It was working when the Tenant took possession and the damage happened during their tenancy, shouldn't the cost of repair go to the tenant?

Something like:"With an accepted offer, the buyer has a due-diligence period lasting 14 business days during which they possess the right to inspect the property for major defects.

I don't mean to simplify things, but but I think part of America's problem is that it has a monopoly on possessing the entire spectrum of people that fall under 'incredibly lazy loser' to 'incredibly smart and hard working'.
