They want to stay because they think the foreclosure has problems and is not legal, but will NOT get an attorney to file a court case.Sometimes the occupants are renters and they get special treatment and have rights to stay for certain periods of time, check with your state's laws, it changes.   

I don't need to do anything special in order to vacate the property.

The landlord-tenant laws here have become much worse in the last few years and could potentially ruin an otherwise solid portfolio.I have attended a few real estate conferences in the PNW but none that specialize in multi-family. 

The type they install in spec homes or the $99 Home Depot special will have the exact same issues.

@JC ChavezI would encourage you to build rapport with a local lender or property management company that specializes in Multifamily.

He actually specializes in real estate and understands it from an investor perspective. 

Read each Zone in detail, unless they have a cross referencetable showing “allowed” and “special use”.C.

We had a contractor that is specialized in fire remediation review the damage and he has informed us that the tenant cannot be living in the apartment while repairs are underway which is estimated to take about four weeks.

They will provide you with a Table of Use which will outline your allowances on the land and what other things you need that would require a Special Permit.
