Since I am just starting out with owning rental properties, I wanted to hear what experienced landlords would do in this situation.An older resident asked me to install handrailing outside the front door on the stairs.

I don't know the scope of the property or updates, but perhaps while she is living there you can have all the outside work done.

I know this is outside the box, but is it possible to raise investor funding on a primary residence? 

The outside of the house is perfect. and it looks as if they started the rehab and then stopped.

I don't think you don't need any permits to add a bedroom/bath etc. if it's a single family home, you can arguably change anything within your structure (or outside but adding more structures/buildings needs permits).
