Treasury must first propose a structure for implementing the new rule, after which the agency will issue a notice of proposed rule-making and will request public comments on the proposal.

You can't implement a plan to drive up the value of VTSAX, but we can (and do) force value add on real estate all the time.That said, VTSAX has advantages that can't be denied.

So really, being "in the trenches" of PM requires becoming an expert negotiator, being calm as a cucumber when everything is going bonkers all around you, LEADING, reading people, creating, implementing and defending systems, knowing the red-flags and picking them out early especially when well hidden.

I serve on the local Town Council and we just re-drew an existing TIF and implemented another brand new TIF in hopes of attracting positive commercial and residential growth.  

I think NIMBY rears its head big time.Not to mention your neighbors holy cow  I can just see the hugs and kiss's you will get when you implement this in your ADU and based on my working with these folks through the years its not a pretty picture no matter how much you do for themand right now in Portland frankly anyone who wants to work can get a job in 24 hours.

I have never personally implemented this so maybe someone who has can chime in with any shortcomings it may have.
