I know most of the experienced real estate investors have a system in place for what they use over and over for materials during rehabs.

So basically what's being said (@Jay Hinrichs @Joffrey Long @Brian Gibbons @Jim Johnson) is if you're going to sell a mobile home via rent to own OR seller financing where you create and carry the paper, you need an attorney to help you navigate and/or a mortgage loan originator experienced in this area to help as well. 

Hi experienced REIs, I would like to learn what the minimum ROI (assuming cash only) for a SF rental is?

The main issue is that it has been so difficult to find a broker that is experienced in hard money lending.

However, if I worked with someone experienced like @Guillaume D. who hypothetically is very involved locally and was finding deals and had the know-how to flip a profit then theoretically would it even matter if it was Montreal or any other place?

You're going to need a Landlord-Tenant experienced attorney to step in. 

There may be better options out there but this is what Im familiar and experienced with so this is just my personal opinion from my personal experiences.
