I literally just saw this post doing some research and figured I'd sign up to bigger pockets to address some of these questions. 

VA loans don't typically include cash-out for remodels, but I believe there are some niche exceptions such as energy efficient upgrades.

Hopefully there is low hanging fruit you can address to minimize the permeation.
