It may be b/c ppl have less to spend and therefore they get what they pay for, but it's also a case of contractors figuring they can get away with more.

In hindsight, if I didn't replace the roof beforehand, I believe that would have been the only item that they would have requested fixing (because it is such s big ticket item).       

If you want to get away from the DF Act, start a non-profit for your low priced, low income deals and take a salary.
