Most jurisdictions require a GC if you're not the owner, and on a new build you'll need someone to be there for inspections, etc. which if you're flipping without a permit you probably haven't encountered that.

San Diego has some spotty regs here and there plus it requires a permit of which there are waiting lists.https://www.sandiego.gov/treasurer/short-term-residential-oc...Check the address against the zoning and read those regs to make sure you can do it at that location.

If I choose no, it says "Since you didn't try to rent the property at all in 2023, it's not considered a rental" and to delete the property from my return.From what I can find, IRS Publication 527 does not mention advertising/trying to rent the property as a requirement.
