There definitely will be winners and losers.... some businesses will expand or be created to fill reliable needs now made clear by this, and to shelter them better if something like this happens again.

Unless it's a small job with an obvious solution, get an engineer ($250+) to look at it and sketch up a scope of work for a contractor to do.12.
