@Brian S.You are assuming that every tenant will be an "angel" and a joy to deal with.What about these possible scenarios:1) Applicants start knocking on your door, confronting you about their application.

Now I'll agree that it would be in the Landlord's best interest to consider replacing the parts before a Tenant moves in which would avoid this situation all together... but that is purely a personal choice and no the Tenant is not paying for every properly functioning item to be replaced to like new condition, they are however, paying for a safe and functional living space.  

Considering that it is purely for education and looking into potential homes, it can still be of some benefit.
