Now I'll agree that it would be in the Landlord's best interest to consider replacing the parts before a Tenant moves in which would avoid this situation all together... but that is purely a personal choice and no the Tenant is not paying for every properly functioning item to be replaced to like new condition, they are however, paying for a safe and functional living space.
