If you replaced or repaired any plumbing like sinks, bathtubs/showers, water heater, etc., there would have to be test of the system.Is it possible that the water is only turned off at the incoming line inside the house?

You can also have your PM do a quarterly check and have all of the tenants aware of this; check the mechanicals, under the sinks and any other plumbing.

You need to understand at least some basics about code, systems (electrical, plumbing, etc) assessing various aspects of the property's condition (roof, paint) and probably remaining life of property features.And when you can do these things sufficiently, then you make offers.
