Similarly, we're considering selling a strip mall with a large mortgage and lower cash flow to finish two more floors of storage units that have no mortgage. 

Main use is storage and  equipment.

We were not aware of these, and now that we know you can buy them for $100 or less, we will be installing one or two in our unheated laundry room area and storage room, and have these keep the temperature warmer in the winter so the pipes stay running.Would love to hear any other thoughts!

Not as familiar with that area so its all dependent on what value can you add and how much can you increase the income streams through higher rents, storage units, additional features, etc to get you to a desired cash flow. 

You may even want to consider variance for climate controlled storage if you have a freight elevator.

Another thing is that in CA there are also notices he needs to give about how to request the inspection, when it can be scheduled, how long he legally can store stuff left, the cost for the storage, if any, and how to reclaim stored items.
