Prices are actually on the decline at the moment in the San Francisco Bay area, so not a good climate in which to invest money in real estate in my view.

Off of plan yes but still many would consider a place with new pretty much everything (roof, siding, deck, plumbing, bathroom, drywall, electric, 1 acre property, large 2 bay garage, etc..) for that price a good buy.Now back to cash vs. leveraging.

If there aren't appliances down there, you could run an ozone generator after the painting was done to help minimize the smell.What about sealing with something else- maybe running a bead of caulk along any seams in the subfloor/ joist bay/ etc?
