@Mike Flora  in our area lots pretty much start at 100k.rural Oregon now that's a different story but the towns are so small 2 to 5 thousand population sometimes less to really not make a dent on anything.

I am going on 12 years active duty now, have moved 7 times (not counting in-town moves or TDYs/deployments) so get used to this process!

Where is the property located, what village/town?

I am lucky enough that my wife is involved as well, I get to hear all the details and the ongoing city plans, discussions, and new businesses and investors coming into town.

If it were my mother, I would be asking the attorney to explore that angle. 

In the properties I have found they tend to be in the rougher parts of town so you need to buy right!

Might you get a buyer, sure, but you want multiple buyers bidding on the home.If your property "sits" in this market, in this town, people will think there is something wrong with it. 

I live in a small area, population about 23,000 in my town, 23,000 or so in the next town 12 miles away and about a population of maybe 120,000 in the county with the two small cities included.
