@Pete Mathias Wyoming is probably where I would suggest for cheaper housing in relation to the rest of Grand Rapids, and also rental compliance is much easier than City of Grand Rapids.

If a current multifamily all residential two story 8 unit building is in business B1-2 zoning, where only residential usage is allowed on the second floor, does the certificate of occupancy show that its usage is grandfathered in and is in compliance with the zoning law?

You also must remember that while in the beginning transaction might be structured in compliance with the rules there is always likelihood of it leading to prohibited transaction in the future because of disqualified person's involvement.Once you have your personal funds and IRA funds in the same deal you are now setting yourself a trap with the IRA.
