The building is located on Main Street in a college town, and the property manager seems really nice to work with (property managed by store owner that is the only business located in property).

But the house sits on the Jetty just down the street from Garibaldi.

Some things that will affect your pricing would be where the main line comes in from the street.

I'm seeing a property on the same street, also with 3 bedrooms and 2.5 baths, listed for rent on Zillow Rentals for $1900.

I've noticed a few times there's drug related items laying around like bongs, etc.

There is only one photo from the street outside of the house and tenants are in the house so I am guessing that the unbelievably low price is due to some sort of issue about the tenants.

All guests are to park in the street or in a nearby municipal lot. 

Know what to look for in terms of evidence.... drug paraphernalia, odors, residue on walls and in furnace filters, etc.What did they say when you served them the prior notices to comply?

There's streets that can be 50% higher just by crossing the street.
