Question is: are there any other websites, normal local resources (other than other investors at a local REI club who do invest in that neighborhood) that I'm missing out on checking what the prevailing norm is in terms of which utilities tenants pay?

The lender I use has never had a delay in 30+ transactions and the only time they do have a delay is because the client hasn't provided the required info or they miss signing their CD 3-4 days before close. 

Anything else I need to know or am missing?

(https://www.thelpa.com/) they can give all of the forms you may need along with state specifics for a yearly membership of $99. if you wanted to go beyond that to have an attorney look over the forms too, you could always so something like prepaid legal (under $20/mo) and have them look it over to verify your not missing anything... though I've never had any issues with their lease in court..

Some state counties do not allow 3rd parties to display certain public records by default, which could be why you see missing info on some properties.

If I missed anything let me know, I just need guidance on how to proceed.

If you miss the season you can have longer time to fill.

At some point I may miss something and have it come back to me, but I have saved so many thousands of dollars on title searches, I consider it "self insuring".
