I don't see any problems with the interior of house 2. 

Here is all the work we want to do on the house: Interior: Flooring - currently has cheap carpet throughout and wood floors in the kitchen.

Much of the city is already zoned for 4.88 units per acre at a minimum, with much of the interior at 8-ish (R-1C). 

Gently remind the tenants that (assumed true) the home has no existing damage from pets (chew, scratch marks,  soiled carpets/interior finishes, damaged landscaping, etc)  and such damage will not be considered normal wear.

Needed new roof, interior/exterior paint throughout, new flooring throughout, new trim throughout, repair work to deck, and new banister in a great neighborhood.
