This may be way too late, but I agree with Larry, the designation of small quantity generator is an EPA term, but a generator designation alone doesn't mean that a release of hazardous waste has occurred at the adjacent property.

The office staff know each other well, and he runs them very similarly, so they can fill in at another property if something happens or someone needs an extended leave (ie pregnancy).That said; I agree with Jack in that your evaluations should ensure that the deal makes sense using teams specific to each property.
