Along with the suggestions above, try driving neighborhoods looking for vacant houses, knocking on doors, talking to neighbors, posting ads on Craigslist, contacting people in early stages of foreclosure, etc.

Once they know they will only be paid once completed and approved at each stage the lazy people won't even start the job.One reason I do not mess with rehabs is I do not want to deal with all of that.
