I have good friends that were building owners in Chicago for many years, and though I have no firsthand knowledge of the eviction process in Chicago my conversations with them indicate that Chicago is a fairly "tenant-friendly" city.

I`d Like to hear what fellow Ontario residents think are the next good cities and regions to invest in. 

With all the development going on in Atlanta, there are still certain pockets of the city the have numerous vacant homes. 

I'm not sure about that, but check with your city and / or county.

I'll get in touch with the local city to get an idea of how complex the 'medical' designation and what hoops need to be jumped through.

Also, what was the quality of the on base housing compared to off base.As far as the destinations you mentioned, I know there are definitely opportunities in Oceanside, CA near Camp Pendleton and Desert Hot Springs and Cathedral City near 29 Palms.

As to the question of finding out if zoning will allow the prefab home, a trip to city hall would be what I would do.

I have recently closed a deal on a 4-bedroom ( 4 en-suite bedrooms) house in King City, Ontario (This is my primary residence) and I am interested in reducing some of mortgage payments through short-term rental. 

Unless they are giving you free money, their equity cut or interest they earn is going to cut into your profits.Neighborhood/city is a big part of it.
