The section-8 collapsed ceiling.I'm assuming it was lath and plaster and it had a crack in it.I've seen this before, a few times over the years on (empty) for sale homes.Crack in ceiling, probably there for 30 years with original homeowner living there.Upon move out or before ceiling crumbles to the ground leaving lath exposed.And the fiberglass you think is there, might be horsehair from real horses.Coincidence or do they get curious and wonder whats behind the crack, like a pot of gold or something.The moral of the story have the ceilings fixed with screws and plaster so they do not have cracks that might attract the curious renter.Good Luck!
