Work your way from the bottom up structurally to dry in, get your mechanicals in (wiring, plumbing, HVAC), get your rough finishes in (drywall, tile, non-carpet flooring, etc), get your finishes in (paint, baseboards, doorknobs, etc), get your outside finishes in.

Still the bottom line is that the value is up to the investor in the end and if they are not comfortable with the ITV (Investment to Value) they will find a reason to pass on the deal as any smart person would.
