More things can go wrong even IF the practice is legitimate due to all the moving parts to make it work.I used to do land assemblage for commercial developers and you had very long timelines and 100 steps to make the project work on those big projects ( hundreds of k of sq ft ) and if a few steps fell out years of work you were paid nothing.

If someone doesnt have the money to start a legitimate business there is nothing wrong with creating a plan to save the money and get started when they have the financial stability to do so!
