I got a call from a homeowner who was facing foreclosure, they explained the condition of the house over the phone, the numbers made sense so I made an appointment. 

Then let the tenant plug their own router into that to distribute WIFI to their own devices. 

I'm unaware of the condition inside the units (outside looks good) and what would take them to get up to market rents, but the numbers look good enough to make an offer.  

It's never vacant because of the location and because of the condition.

A few thoughts:$30k in renovations is a huge job for less than 1100sfZero percent chance I would put 30k in renovations to the property and then owner finance with 5k down as the chances are high you will get the property back and not in the condition you sold it

Howdy, My background is in architectural engineering, commercial construction, and I can evaluate a building condition.     

I would consider it in excellent condition. 

The wi-fi is really cheap here about $60 per month and I was thinking about offering that as an incentive to my tenants but I spoke to on of the installers and he said multiple devices accessing the network would slow access to the cameras and that's the last thing I need.

The one thing we did agree on was trying to determine the condition of the roof.
