Though the city needs a lot of work in terms of crime and school, there aren't too many small/mid size cities with the arts, food, nightlife, access to suburbs, lakes, wine region, etc. that Rochester has while having extremely low taxes.

His biggest complaint was the amount of time it takes to get paid.Since you will do lots of traveling, you should keep your eye open for abandoned properties  (driving for dollars while doing your day job) and perhaps you can locate a deal.
