Once you get used to dealing with everything over the phone and setting up systems then you can do anything anyone local can do.

I received a phone call from the owner who was given my number by another seller we worked with last year.

Instead of communicating this to me the account rep chose to ingore my phone calls.   

This could be an easier and cheaper solution than hiring someone full time.If you are just looking for someone to answer the phone and contact your list of contractors, I'd suggest looking into the "virtual assistants" that are featured heavily on Bigger Pockets podcasts as this seems to be a very cost effective way to manage the day to day without putting in much money.

Absolutely use the phone app for it. 

Going through the local government will give you a name and mailing address, skip traces can sometimes help find a phone number for the owner.
