If they are still in pre-foreclosure can I still try to buy the house from the owner? 

Once the deal closes, it's up to the TIC owners to work with each other to make decisions.

It seems like such a owner occupied neighborhood.

I am interested in bidding on it and as a part of my research I have seen a lot on what process it would take to get the previous owner out of the house.   

Additionally, there is NO verbiage that states the Landlord cannot impose verbiage in a Lease of a non-pet owner to prevent future pet ownership...

So this basically says the tenants can violate, mess up the walls as they please and not be liable for the actions as the owner has to paint.
