Account Closed NO Pets Policy Scenario- tenant has a doctors note to have a dog. Other tenant gives doctors note of severe pet alergies. who wins?

The LL has to make a 'reasonable accommodation' and imposing a health issue to another tenant would be the same level of un-reasonability as the tenant needing an elevator and expecting the LL to allow one to be installed.
