If the mortgage being foreclosed upon is in first lien position, meaning any other outstanding mortgages were recorded AFTER the mortgage in default, then all the liens that appear of record after the foreclosed mortgage are removed and do not transfer to the new owner.

For example I know down in New Castle County, Delaware that a tax sale will wipe out any other liens, however...if you simply buy a bank owned foreclosure at the auction...you still possibly have to pay the back taxes and outstanding utility bills and fees.
