I am not familiar with the Kansas version but in the California version you agree not to raise rents for 5 years after the improvements for the existing tenant unless some other capital improvement is made.  

And there is a free version.

Keep in mind that the current version of the House Ways and Means Mark-up includes an increase in capital gain taxes from 20% to 25% depending upon your tax bracket.  

It will be interesting to see how the IRS rewrites this section for the 2018 version of pub 527.Many thanks Michael.
