With the newly passed lead laws, the state seems to be getting much more strict about demanding landlords have a Certificate of Conformance for lead based paint issues on both the inside and outside of the house.

I'd also add that I have never seen a suit come through that had the demand relate to the amount of equity in the property.

Of course, Down payment assistance is available and the you can negotiate closing costs in certain circumstances but your chances of doing both are only reasonable if the property/seller are in a tough spot and the property isn't popular on the market.  

My thoughts on home prices... the supply and demand issue is not going anywhere, and it could take a long time to correct... residential home prices will continue to appreciate during that time.

You can try and force the seller to comply using the contract.
