Alternatively, they may suffer from deferred maintenance or {partial} functional obsolescence or, they may have an issue (asbestus, mould, etc) which scares off the average buyer.

To make it functional, the pathway to it needs to be to the main house, not going through a garage, it also needs to be heated and cooled to be living space, best tied into the HVAC of the home and have a window, natural light not so much as legal egress.
