I drive from Raleigh to Durham frequently, and I've found that commuting during off peak hours helps.  

I'm in Brewerytown and work in Conshy, it's just under 13 miles one way door-to-door...it takes 45 minutes during peak travel times and that's on average.

The HOA could, and many surrounding HOA's do, pay police to conduct speed patrols and routine patrols in the neighborhood.

I sort of speed read this thread.  

But, he is sort of a brilliant guy and extremely well trained in systems as well as accounting himself, so copying his system will not be just anyone's speed.  

You don't necessarily need a license to be tuned into the market (going onto BP is a great way to learn), but a license sort of provides you a financial incentive to learn, and really helps speed things along .

As an agent, I always advice the clients to drive the neighborhood at peak traffic time, so this way they can see exactly who lives in the neighborhood and get answers on their own.

I guess I am not up to speed on the whole bike gang culture.
