In other words, if I have a surplus of money in one LLC account and the other LLC has need of capital for construction, can I transfer from one LLC to the other directly or does it have to be distributed to me personally first?

If you insist on a conventional loan buy it in your name and transfer to an LLC later.

There is likely a provision in the Declaration that permits them to allow/deny transfers of title, but that same provision should have some form of parameters for which they can deny a transfer of title.
